The head of NATO has called for more non-American troops to be sent to Afghanistan to prevent it from becoming a hiding place for terrorists. NATO Secretary General Jaap de Hoop Scheffer welcomes President-elect Barack Obama's promise to increase troop levels. But, he said increasing American troop levels is not enough. Mr. de Hoop Scheffer spoke to the NATO parliamentary assembly's yearly meeting. He said all NATO allies need to make greater efforts for the military, economic and civilian development of Afghanistan.
